The verbosity argument -v takes a number.  So instead of 

rdiff-backup --change-source-perms -v /home /backup/home

try

rdiff-backup --change-source-perms -v6 /home /backup/home

or whatever.  The program aborted when it realized that "/home" wasn't
an integer...
